USTR Confirms Korea’s Announcement on U.S. Beef

(미국 무역대표부가 한국의 미국 쇠고기에 대한 고시를 확정짓다.)

Washington,DC -- United States Trade Representative Susan C. Schwab made thefollowing statement in response to the announcement by the South Koreangovernment today regarding U.S. beef trade.

The government announced that, as a result of recent discussions in Washington, Korea will put into effect the April 18th beef import protocol agreed to by the two governments and pave the way for U.S.beef to flow into the Korean market.

워싱턴 DC-미국 무역 대표부의 수잔 슈워브는 오늘 미국 쇠고기 수입에 대한 한국 정부의 발표에 대한 응답으로 다음과 같이 진술했다. 정부는최근 워싱턴에서의 협의의 결과로서 한국정부의 고시는 4월 18일 두 정부가 합의한 쇠고기 수입 의정서의 효력을 발생시킬 것이며미국 쇠고기가 한국 시장에 유통될 길을 닦을 것이라고 발표했다.

“I welcome the South Korean government’s announcement that it will shortly put the April 18 protocol into effect. Korean beef importers and U.S.exporters have reached a commercial understanding that only U.S. beeffrom cattle under 30-months of age will be shipped to Korea, as at ransitional measure, to improve Korean consumer confidence in U.S.beef.… At the request of U.S. exporters, once the protocol goes intoeffect, the U.S. government will facilitate this transitional private sector arrangement. The U.S. Department of Agriculture will set up a voluntary Quality System Assessment (QSA) Program once the protocol goes into effect. This program will verify that beef from participating plants will be from cattle less than 30 months of age.… We have also agreed on a few additional clarifications to the April 18th protocol that we will implement once the protocol is in effect in an effort to increase the confidence of Korean consumers in U.S. beef.

We look forward to safe, affordable, high-quality American beef – the samebeef enjoyed by hundreds of millions of U.S. consumers and people incountries around the world – soon arriving on Korean tables.… The resumption of U.S. beef exports to Korea is further evidence of ourgrowing trade relationship with Korea, and the Administration will continue to work hard to obtain Congressional approval of the UnitedStates-Korea FTA this year.”

“나는 4월 18일 의정서의 효력을 빨리 발생시킬 한국정부의 고시를 환영한다. 한국의 쇠고기 수업업자와 미국의 수출업자는 한국소비자의 미국 쇠고기에 대한 신뢰를 증진하기 위해서는 전통적 기준인 30개월령 미만의 미국 쇠고기가 한국으로 선적되어야 한다는상업적 이해에 도달하였다.…의정서가 즉각 효력을 발생해야 한다는 미국 수출업자의 요청에 따라 정부는 이 민간 영역에서의 경과적인 조정을 촉진할 것이다. 미국 농무부는 의정서의 즉각적인 효력을 위해 자발적인 품질평가시스템QSA 프로그램을 수립할 것이다. 이프로그램은 여기에 참가한 목장들의 쇠고기가 30개월령 미만임을 증명할 것이다. …또한 우리는 일단 의정서가 효력을 발생하도록 수단을 강구하되 그것이 미국 쇠고기에 대한 한국 소비자들의 신뢰가 증진되도록 하는 노력하는 속에서 이루어지도록 한다는 내용으로4월 18일 의정서에 대한 몇 가지 추가적 규명을 하는 것에 동의했다. 우리는 안전하고 공급할만하고 높은 품질의 미국산 쇠고기-수억의 미국 소비자들과 세계 여러 나라 민중들이 애용하는 것과 같은 쇠고기가 한국 식탁에 곧 도착 할 것이라고전망한다.…한국의 미국산 쇠고기 수입 재개는 더 나아가 한국과의 점증하는 무역 관계의 증거가 될 것이며, 행정부는 한미FTA의의회 비준을 위해 계속적으로 노력할 것이다.”

Background:

The June 13-19 discussions in Washington, led by Ambassador Schwab andTrade Minister Kim, focused on ways to facilitate the commercial,private-sector agreement between Korean importers and U.S. exporters to ship U.S. beef from animals less than 30-months for a transitional period until consumer confidence in South Korea improves. To support these voluntary commitments, the U.S. Department of Agriculture will establish, once the import protocol is in force, the “Less than 30Month Age-Verification Quality System Assessment (QSA) Program for Korea” administered by the U.S. government under the Agricultural Marketing Act. This program will verify that all beef shipped to Koreaunder the program is from cattle less than 30 months of age.

In addition, both sides have agreed that certain products (brains, skulls,eyes and spinal cords), which are not specified risk materials in cattle less than 30 months of age, have not been traded between the two countries in the past. Once the import protocol is in effect, bothsides will confirm their expectation that until there is market demand in Korea for such products, such commercial practice will continue.

배경:

6월 13일-19일, 한국 수입업자와 미국 수출업자가 한국 소비자의 신뢰가 증진될 때까지의 경과기간 동안 30개월 미만의 미국산 쇠고기를 선적하기로 한 상업적, 민간 영역의 합의를 지원하기 위한 협의가 워싱턴에서 김장관과 슈워브 대사에 의해 이루어졌다. 이들 자발적 약정을 지원하기 위해 미국 농무부는 일단 수입 의정서가 작동하면, 농업 시장 조례에 따라 미국 정부가 수행하는“한국을 위한 30개월령 미만 인증 QSA프로그램”을 수립할 것이다. 이 프로그램은 이 프로그램에 의해 한국에 선적되는 모든쇠고기는 30개월령 미만임을 증명할 것이다.

이에 더하여 양측은 30개월령 미만의 소에서는 위험 물질로 특정화되지 않았던 일부 품목들(뇌, 두개골, 눈, 그리고 척수)이 과거에도 양국간에 무역이 이루어지지 않아왔음을 확인했다. 일단 수입 의정서가 작동될 경우 양측은 한국 시장에서 이들 품목에 대한수요가 발생하기 전까지는 그러한 교역 관행을 계속할 것이다.

Thet wo governments will also clarify, once the import protocol is in effect, that Korea can take certain actions under the protocol if it finds serious non-compliance during its audits of U.S. beef processing plants, as well as actions it could take at the border upon detection of food safety hazards. All of these actions will be limited to the product or plant in question.

양국 정부는 또한 일단 수입 의정서가 효력을 발생하게 되면, 한국은 미국 쇠고기 농장의 감사 도중 심각한 불복을 발견할 경우나 마찬가지로 식품 안전의 위험이 감지될 경우 의정서 범위 내에서 어떤 행동을 취할 수 있음을 분명히 했다.

Finally,Korea confirmed that it will publish its import health requirements for U.S. beef and beef products, putting the April 18 protocol into effect shortly.

TheApril 18 protocol defines conditions for importation of U.S. beef to South Korea and provides for a full reopening of the market. It is fully consistent with OIE guidelines and will permit all U.S. beef and beef products from cattle of all ages to be exported to Korea, with appropriate Specified Risk Materials (SRMs), as defined by the OIE,removed, while guaranteeing commercial viability for U.S. industry. Both Korean importers and U.S. exporters reaffirmed the safety of all U.S. beef, regardless of age, in their statement and letter on June 20.

마지막으로 한국은 미국 쇠고기와 쇠고기 부산물들을 위한 수입위생요청서를 발행하고 4월 18일 의정서를 조속히 실시할 것을 확인했다. 4월 18일 의정서는 미국산 쇠고기가 한국에 수입되기 위한 조건들과 시장의 전면개방을 규정하고 있다. 이는국제수역사무국(OIE)의 가이드 라인와 전적으로 일치하며 한국이 OIE가 규정한대로 적절하게 SRM이 제거되고 미국 업계의 통상능력이 보증되는 한 모든 연령대의 미국산 쇠고기를 수입하도록 규정하고 있다. 한국 수업업자와 미국 수출업자 양측은 6월 20일자서한과 그들의 진술을 통해 연령과 무관하게 모든 미국산 쇠고기의 안전성을 재확인하였다.
